Does windows use a language other than US?

Windows server is configured to use English (United States) language and the format looks as below

Short Date: M/d/YYYY

Long Date: dddd,MMMM dd,yyyy

Short Time: h:mm:tt

Long Time: h:mm:ss tt

Does this always happen?

Not always. Intermittent. Last time it happend between 2014-16-2014 10:30 PM to 2014-16-16 11:45 PM
